Alumnae Profiles: Delia A. Adams, C'80

Delia A. Adams assumed the rank of senior executive in March 2011 as director, Veterans Health Administration, Service Area Office – West, which was also her first assignment with Veterans Affairs beginning in July 2009. Ms. Adams entered Federal service in 1983 as a vice-presidential intern, with initial duty at McClellan Air Force Base, Sacramento, Calif. This was the first of many duty assignments with USAF, to include Procurement Analyst, HQ Air Force Logistics Command, Wright-Patterson AFB, Ohio, and a Career Broadening Assignment in the office of the Assistant Secretary of the Air Force. She concluded her contracting career with USAF at Kelly AFB, Texas, in 1994 where she had served as a Supervisory Contracting Specialist and Chief, Engine Propulsion Branch and Chief, Aircraft Commodities branch. She worked in private Industry, including a tour to the Federated States of Micronesia, where she served as an adviser on Procurement and Contracting policy to the State Government of Phonpei.

Ms. Adams returned to Federal service with the US Army-Europe in 1999 at the Wiesbaden Contracting Center, Wiesbaden Germany. While serving at WCC she was Contracting Officer and Team Leader for the USAEUR Vehicle Maintenance Program. The program was one of the first of its kind, to include Multiple Award Task Order contracts with 12 vendors, including several German firms. Also while at WCC, Ms. Adams was deployed to the Stabilization Forces of Hungary, Bosnia, and Croatia as an Emergency Essential Civilian. In June 2002, Ms. Adams began working with the HealthCare Acquisition Activity (HCAA) as the Deputy, Europe Regional Contracting Office, Landstuhl Regional Medical Center, Landstuhl, Germany. From 2003 to 2007 she served as the Deputy Director, Contracting, at the North Atlantic Regional Contracting Office, Walter Reed Army Medical Center, Healthcare Acquisition Activity. The office had oversight of all Army Medical Treatment Facilities in a 21-state area, as well as the Air Force and Navy facilities within the National Capital Region.
