News: UCDC Elects Art Frazier as Chair
Art Frazier, director of Facilities and Management Services, was recently elected chair of the University Community Development Corp. board of directors. A nonprofit, community-based corporation, UCDC improves the physical neighborhood and enhances the quality of life for the more than 15,000 residents in areas adjacent to the Atlanta University Center.
Frazier will chair the UCDC board for two years, and is responsible for helping UCDC fulfill its five-year strategic plan, guide the board and its committees, and help UCDC meet its mission in the community. He will specifically help UCDC in its focus toward economic redevelopment as it prepares to develop a business park incubator that will generate jobs and increase the income level of community residents. Founded in 1988, UCDC develops sustainable communities that include both market rate and affordable housing with an emphasis on quality, affordable home ownership. UCDC also promotes economic development including small- business development, job creation, and commercial retail development in surrounding neighborhoods.

In an effort to better serve the Spelman College community, Art led the department in developing a new name, vision and mission. The Facilities Management & Services Department 's vision is to be recognized as a premier FMS department and as Spelman’s role model for high-quality service and operations. FMS works as a collaborative team with pride, respect and a spirit of excellence to care for the integrity, safety, operations and appearance of campus grounds and physical infrastructure in service and support of Spelman’s mission.
Prior to joining Spelman College, Art was a senior program manager with Clement & Wynn Program Managers, and worked in the architecture field for more than 25 years. While at architecture firms Cooper Carry & Associates and Lord, Aeck & Sargent, he worked as project architect on numerous award- winning commercial and institutional projects including Underground Atlanta and the Aaron Diamond AIDS Research Center in New York City.
While at H. J. Russell he served as the deputy director of Facilities Construction Program Management of the Fulton County Capital Improvements Program. He also was a capital program manager & interim director of Emory University’s Department of Project Management & Construction where he provided overall management and strategic planning for all new construction, renovation projects and utility services. Projects ranged from small renovations to multimillion-dollar capital construction for various campus programs, including health sciences, campus life and various professional schools.
Art has a Bachelor’s degree in the design of the environment and a Master’s in architecture -- both from the University of Pennsylvania and is a registered architect. Art also serves on the Board of Directors of the University Community Development Corporation
and GAPPA, the Georgia Association of Physical Plant Administrators.
